40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其(qi)中提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設綠色(se)城鎮、綠色(se)社區。

方案中提出,持續提升綠色建筑比例,大型(xing)公(gong)(gong)共(gong)建(jian)筑(zhu)(zhu)和國(guo)家機關辦公(gong)(gong)建(jian)筑(zhu)(zhu)、國(guo)有資金參與投資建(jian)設的其(qi)他公(gong)(gong)共(gong)建(jian)筑(zhu)(zhu)按照一星級(ji)以上綠色建(jian)筑(zhu)(zhu)標準進行建(jian)設。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索既(ji)有建筑節能改造市場(chang)化(hua)模式,推進公共建筑能效提升試點城市建設(she)。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到(dao)2025年(nian),城鎮新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)100%執(zhi)(zhi)行綠(lv)色建(jian)(jian)(jian)筑(zhu)標準;到(dao)2030年(nian),全省新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)嚴格執(zhi)(zhi)行建(jian)(jian)(jian)筑(zhu)節能設計標準。

方案中還提出,鼓(gu)勵在(zai)建(jian)(jian)(jian)(jian)筑領域規(gui)模化應(ying)用(yong)可(ke)再(zai)生(sheng)能(neng)源,提(ti)高太陽(yang)能(neng)、風能(neng)、地(di)熱(re)(re)能(neng)、生(sheng)物(wu)質能(neng)等可(ke)再(zai)生(sheng)能(neng)源綜合利(li)用(yong)水(shui)平。可(ke)再(zai)生(sheng)能(neng)源利(li)用(yong)設(she)施(shi)與(yu)建(jian)(jian)(jian)(jian)筑主體(ti)工程同(tong)步(bu)設(she)計(ji)、同(tong)步(bu)施(shi)工、同(tong)步(bu)驗收。開展建(jian)(jian)(jian)(jian)筑屋頂光(guang)(guang)伏(fu)行動,充分(fen)利(li)用(yong)既有建(jian)(jian)(jian)(jian)筑屋頂資源建(jian)(jian)(jian)(jian)設(she)光(guang)(guang)伏(fu)發電(dian)設(she)施(shi),鼓(gu)勵工業廠房屋頂建(jian)(jian)(jian)(jian)設(she)光(guang)(guang)伏(fu)發電(dian)設(she)施(shi),大幅提(ti)高建(jian)(jian)(jian)(jian)筑采暖、生(sheng)活熱(re)(re)水(shui)、炊事等電(dian)氣化普及率。推進熱(re)(re)電(dian)聯(lian)產集(ji)中供暖,加(jia)快推動工業余熱(re)(re)供暖規(gui)模化發展,因(yin)地(di)制(zhi)宜推行熱(re)(re)泵、生(sheng)物(wu)質能(neng)、地(di)熱(re)(re)能(neng)等清潔(jie)低碳供暖。提(ti)高建(jian)(jian)(jian)(jian)筑終(zhong)端電(dian)氣化水(shui)平,建(jian)(jian)(jian)(jian)設(she)集(ji)光(guang)(guang)伏(fu)發電(dian)、儲能(neng)、直(zhi)流配電(dian)、柔(rou)性(xing)用(yong)電(dian)于一體(ti)的"光(guang)(guang)儲直(zhi)柔(rou)”建(jian)(jian)(jian)(jian)筑。到(dao)(dao)2025年,城鎮建筑可再(zai)生(sheng)能源替代率(lv)達到(dao)(dao)8%,新(xin)建公共機構(gou)建筑、新(xin)建廠房屋頂光(guang)伏覆蓋率(lv)力爭達到(dao)(dao)50%。

近日(ri),中共河南(nan)省(sheng)(sheng)委、河南(nan)省(sheng)(sheng)人民(min)政府印(yin)發(fa)《河南(nan)省(sheng)(sheng)碳達峰實施(shi)方案(an)》,并發(fa)出通知,要求(qiu)各(ge)地各(ge)部門結合實際認真(zhen)貫徹(che)落實。《河南省碳達峰實施方案》主要內容如(ru)下:為有(you)力有(you)序有(you)效做好(hao)碳(tan)達(da)峰工(gong)作(zuo),根據《中共中央、國務院關于完(wan)整準確(que)全面貫徹新發展(zhan)理(li)念(nian)做好(hao)碳(tan)達(da)峰碳(tan)中和工(gong)作(zuo)的意(yi)見(jian)》等文件精神,結合我省實(shi)際,制定如下實(shi)施(shi)方案。一、總體要求(一)指導思想。以習(xi)近(jin)平(ping)新(xin)時(shi)代中國(guo)特色(se)社(she)會(hui)主(zhu)義思想為(wei)指(zhi)導,全(quan)面貫(guan)徹(che)黨(dang)的十(shi)九(jiu)大和(he)十(shi)九(jiu)屆(jie)歷次全(quan)會(hui)精神,深入(ru)(ru)貫(guan)徹(che)習(xi)近(jin)平(ping)生(sheng)態文明(ming)思想,落(luo)實促進中部地區崛(jue)起、黃河流域生(sheng)態保(bao)護和(he)高(gao)質量發(fa)(fa)展等(deng)國(guo)家戰略,立(li)足新(xin)發(fa)(fa)展階段,完整、準確、全(quan)面貫(guan)徹(che)新(xin)發(fa)(fa)展理念,服務(wu)構建(jian)新(xin)發(fa)(fa)展格局,深入(ru)(ru)踐行綠水青(qing)山(shan)就是金山(shan)銀山(shan)理念,把碳(tan)(tan)(tan)達(da)峰、碳(tan)(tan)(tan)中和(he)納(na)入(ru)(ru)經濟(ji)社(she)會(hui)發(fa)(fa)展全(quan)局,堅持(chi)系統觀念,統籌(chou)發(fa)(fa)展和(he)安全(quan),以經濟(ji)社(she)會(hui)發(fa)(fa)展全(quan)面綠色(se)轉型為(wei)引領,以推動(dong)能源綠色(se)低碳(tan)(tan)(tan)發(fa)(fa)展為(wei)關鍵(jian),深入(ru)(ru)推進碳(tan)(tan)(tan)達(da)峰行動(dong),加(jia)快形(xing)成節約資源和(he)保(bao)護環境的產業結構、生(sheng)產方式(shi)、生(sheng)活方式(shi)、空(kong)間格局,確保(bao)如期實現(xian)2030年前碳(tan)(tan)(tan)達(da)峰目標。(二)工(gong)作原則——統籌規(gui)劃,協同推進。堅持前(qian)瞻性思維,加(jia)強(qiang)統籌協調,一(yi)(yi)體(ti)謀劃、一(yi)(yi)體(ti)部(bu)署、一(yi)(yi)體(ti)推動(dong)(dong)、一(yi)(yi)體(ti)考核碳達峰、碳中和工作。處理好發(fa)展和減排(pai)、整體(ti)和局部(bu)、長遠目標(biao)和短期目標(biao)、政府和市場的(de)關系,搶抓發(fa)展機(ji)遇,推動(dong)(dong)經濟社會綠色(se)低碳轉型發(fa)展。——穩妥有序,安(an)全(quan)降碳。堅持底線思(si)維,強化風(feng)險(xian)意識(shi),統籌經濟增長(chang)和(he)平(ping)穩降碳,確保能源安(an)全(quan)、產業鏈供(gong)應鏈安(an)全(quan)、糧(liang)食安(an)全(quan)和(he)人民群眾正常生產生活。——目(mu)標引(yin)領,分(fen)類(lei)施(shi)(shi)策。堅持一盤棋思維(wei),按照系統性、動態性要求,科學設置各地及重(zhong)點領域、行業(ye)、企業(ye)碳達峰目(mu)標任務(wu)。堅持目(mu)標導向、結果導向,精準施(shi)(shi)策,分(fen)類(lei)推進,為實現碳達峰目(mu)標提供有(you)力支(zhi)撐。——政府引導,市(shi)場推動。更好發揮(hui)政府作用,加快綠(lv)(lv)色低碳(tan)科技和(he)機制(zhi)創新(xin),健全(quan)綠(lv)(lv)色低碳(tan)法(fa)規標準體(ti)系、政策(ce)體(ti)系,提升要素資源(yuan)(yuan)配置效(xiao)益。發揮(hui)市(shi)場在(zai)資源(yuan)(yuan)配置中的決定性作用,落(luo)實用能權交易、碳(tan)排放權交易和(he)生態保護補償等制(zhi)度(du),激發市(shi)場主(zhu)體(ti)活力,形成有效(xiao)激勵約束機制(zhi)。二、主要目標"十四五”期間,全(quan)省(sheng)產業(ye)結構(gou)和(he)能(neng)(neng)(neng)源(yuan)結構(gou)優化調(diao)整取得明顯進展,能(neng)(neng)(neng)源(yuan)資源(yuan)利用效率大(da)幅提(ti)(ti)升(sheng),煤炭(tan)消(xiao)(xiao)費持續減少,新能(neng)(neng)(neng)源(yuan)占(zhan)比(bi)逐漸提(ti)(ti)高(gao)的新型(xing)電力系統加快構(gou)建(jian),綠色低碳(tan)(tan)(tan)技術(shu)研發和(he)推廣應用取得新進展,減污(wu)降碳(tan)(tan)(tan)協同推進,人才(cai)隊伍發展壯大(da),綠色生(sheng)產生(sheng)活方式得到普遍推行,綠色低碳(tan)(tan)(tan)循環(huan)發展經(jing)濟(ji)體系初步(bu)形成(cheng)。到2025年,全(quan)省(sheng)非化石能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費比(bi)重(zhong)比(bi)2020年提(ti)(ti)高(gao)5個(ge)百分(fen)點,確保單位生(sheng)產總(zong)(zong)值能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)耗(hao)、單位生(sheng)產總(zong)(zong)值二(er)氧化碳(tan)(tan)(tan)排放和(he)煤炭(tan)消(xiao)(xiao)費總(zong)(zong)量控制完成(cheng)國家下達(da)指標,為實現(xian)碳(tan)(tan)(tan)達(da)峰奠定堅(jian)實基礎。"十五五”期間,產業(ye)結構(gou)調整取得(de)重大進展,清潔低碳安全(quan)高效(xiao)的能(neng)(neng)(neng)源體系初步(bu)(bu)建立,非化石能(neng)(neng)(neng)源成為新增用(yong)能(neng)(neng)(neng)供給(gei)主體,煤炭消(xiao)費(fei)占(zhan)比持續下(xia)(xia)降(jiang),重點行業(ye)能(neng)(neng)(neng)源利用(yong)效(xiao)率達到(dao)國內先進水平,科(ke)技創新水平明顯增強,市場(chang)機制(zhi)更加(jia)靈(ling)活(huo),全(quan)民踐(jian)行簡約適度、綠色(se)低碳生(sheng)活(huo)理念的氛圍基本形成,經濟(ji)社(she)會發(fa)展全(quan)面(mian)綠色(se)轉型取得(de)顯著(zhu)成效(xiao)。到(dao)2030年,全(quan)省非化石能(neng)(neng)(neng)源消(xiao)費(fei)比重進一步(bu)(bu)提(ti)高,單位(wei)生(sheng)產總(zong)值能(neng)(neng)(neng)源消(xiao)耗和單位(wei)生(sheng)產總(zong)值二氧化碳排放持續下(xia)(xia)降(jiang),順(shun)利實現碳達峰(feng)目標(biao),為實現2060年前碳中和目標(biao)打(da)下(xia)(xia)堅實基礎(chu)。三、重點任務(一(yi))能源(yuan)綠色低(di)碳轉型行動。統籌能(neng)(neng)源低碳發展和(he)安全保供,加快發展新能(neng)(neng)源,穩定油氣(qi)消費增(zeng)長,科學控制煤炭消費,加快構(gou)建清潔低碳高效(xiao)安全的(de)能(neng)(neng)源體系(xi)。1.大(da)力發(fa)(fa)(fa)(fa)展新(xin)能(neng)源(yuan)。加(jia)(jia)快(kuai)風(feng)(feng)能(neng)資(zi)源(yuan)開(kai)發(fa)(fa)(fa)(fa)利(li)用,以(yi)沿黃(huang)淺(qian)山(shan)(shan)丘陵(ling)(含(han)黃(huang)河故道)和(he)中(zhong)東部平原地(di)區為重點,規(gui)劃建(jian)(jian)(jian)設(she)一(yi)批(pi)百萬(wan)千(qian)(qian)瓦級高(gao)質(zhi)(zhi)量風(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)地(di),到2025年(nian)(nian),風(feng)(feng)電(dian)(dian)(dian)(dian)累計并(bing)網(wang)容(rong)(rong)量達(da)到2700萬(wan)千(qian)(qian)瓦以(yi)上(shang)(shang)(shang)。加(jia)(jia)快(kuai)智能(neng)光(guang)(guang)(guang)伏(fu)(fu)(fu)產業創新(xin)升級和(he)特色應(ying)用,鼓勵利(li)用大(da)中(zhong)型城市(shi)(shi)屋(wu)(wu)頂(ding)資(zi)源(yuan)和(he)開(kai)發(fa)(fa)(fa)(fa)區、工業園區、標(biao)準廠房、大(da)型公共(gong)建(jian)(jian)(jian)筑屋(wu)(wu)頂(ding)等發(fa)(fa)(fa)(fa)展分(fen)布式(shi)光(guang)(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian),推(tui)進(jin)登封(feng)(feng)、商城等整縣(xian)(市(shi)(shi)、區)屋(wu)(wu)頂(ding)分(fen)布式(shi)光(guang)(guang)(guang)伏(fu)(fu)(fu)試(shi)點建(jian)(jian)(jian)設(she),結(jie)合(he)采煤沉陷區、石漠化、油(you)(you)井礦山(shan)(shan)廢(fei)棄地(di)治理等,建(jian)(jian)(jian)設(she)一(yi)批(pi)高(gao)標(biao)準"光(guang)(guang)(guang)伏(fu)(fu)(fu)+”基(ji)地(di), tou)融(rong)資(zi)(zi)(zi)統(tong)計(ji)監測平臺,探(tan)索(suo)制(zhi)定(ding)企(qi)業碳(tan)(tan)(tan)排放(fang)績效評(ping)價(jia)標準,嚴控煤電(dian)、鋼鐵、電(dian)解鋁、水(shui)泥(ni)、石化(hua)等高(gao)(gao)碳(tan)(tan)(tan)項目(mu)(mu)投(tou)(tou)資(zi)(zi)(zi),支(zhi)(zhi)持高(gao)(gao)碳(tan)(tan)(tan)項目(mu)(mu)節(jie)能(neng)(neng)改造和(he)能(neng)(neng)效提(ti)(ti)升。發揮新興產(chan)業投(tou)(tou)資(zi)(zi)(zi)引(yin)導(dao)(dao)基(ji)(ji)(ji)金(jin)、創業投(tou)(tou)資(zi)(zi)(zi)引(yin)導(dao)(dao)基(ji)(ji)(ji)金(jin)、河南(nan)省綠(lv)(lv)(lv)色(se)發展(zhan)基(ji)(ji)(ji)金(jin)等政(zheng)府(fu)投(tou)(tou)資(zi)(zi)(zi)基(ji)(ji)(ji)金(jin)的(de)引(yin)導(dao)(dao)作(zuo)用,撬動更多社會資(zi)(zi)(zi)金(jin)投(tou)(tou)入節(jie)能(neng)(neng)環保、新能(neng)(neng)源(yuan)(yuan)(yuan)、碳(tan)(tan)(tan)捕集封存利用等綠(lv)(lv)(lv)色(se)產(chan)業。加大(da)(da)可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)發展(zhan)支(zhi)(zhi)持力(li)(li)度(du),有效破(po)解項目(mu)(mu)建設中(zhong)(zhong)的(de)土地供應、城鄉建設、環境保護、電(dian)網(wang)適應性(xing)等瓶頸制(zhi)約,完善可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)保障(zhang)機(ji)制(zhi),出臺促(cu)進(jin)可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)發展(zhan)的(de)空(kong)間要素、財(cai)(cai)政(zheng)金(jin)融(rong)等保障(zhang)性(xing)措施(shi)。推(tui)(tui)廣節(jie)能(neng)(neng)環保服務(wu)政(zheng)府(fu)采(cai)購(gou)(gou),強化(hua)節(jie)能(neng)(neng)環保產(chan)品政(zheng)府(fu)強制(zhi)采(cai)購(gou)(gou)和(he)優(you)(you)先采(cai)購(gou)(gou)制(zhi)度(du)執行。(三)建立(li)健全市場化機制(zhi)。組織省內電(dian)力企(qi)業(ye)(ye)積(ji)極(ji)參與全(quan)國碳排放權交易(yi),加強企(qi)業(ye)(ye)碳核查,做好排放配額分(fen)配、自愿交易(yi)、配套服務等工作。修訂用能權有償(chang)使(shi)用和交易(yi)試點實(shi)施方案,完(wan)善用能權配額分(fen)配辦法,推動(dong)用能權交易(yi)擴圍,優化能源(yuan)資(zi)源(yuan)配置。積(ji)極(ji)推行合同能源(yuan)管理,推廣節能咨詢、診斷、設計(ji)、融資(zi)、改造、托管等"一站式”綜合服務模(mo)式。五、組織實施(一)加強(qiang)組織領導。加(jia)(jia)強(qiang)黨(dang)對碳(tan)達峰、碳(tan)中和(he)工(gong)(gong)作(zuo)的(de)領(ling)導(dao)(dao),省(sheng)碳(tan)達峰碳(tan)中和(he)工(gong)(gong)作(zuo)領(ling)導(dao)(dao)小組(zu)(zu)要(yao)(yao)加(jia)(jia)強(qiang)整體部署和(he)系統(tong)推(tui)進,研究重大(da)問(wen)題、組(zu)(zu)織(zhi)重大(da)工(gong)(gong)程、發布重要(yao)(yao)數據(ju);領(ling)導(dao)(dao)小組(zu)(zu)成員單位要(yao)(yao)加(jia)(jia)強(qiang)配(pei)合,扎(zha)實推(tui)進相關工(gong)(gong)作(zuo);領(ling)導(dao)(dao)小組(zu)(zu)辦公室要(yao)(yao)加(jia)(jia)強(qiang)統(tong)籌協調(diao),定期對各(ge)地和(he)重點領(ling)域、重點行業工(gong)(gong)作(zuo)進展情況(kuang)進行調(diao)度(du),加(jia)(jia)強(qiang)跟蹤評估和(he)督促檢查(cha),確保各(ge)項(xiang)任務落(luo)實落(luo)細。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴格監督考核。落實(shi)國(guo)家碳達(da)(da)峰碳中和(he)(he)綜(zong)合評價考(kao)核(he)制度,建立碳達(da)(da)峰碳中和(he)(he)工作專項考(kao)核(he)機(ji)制,對(dui)能源消費和(he)(he)碳排放指標實(shi)行協(xie)同(tong)管理、協(xie)同(tong)分(fen)解、協(xie)同(tong)考(kao)核(he)。加強考(kao)核(he)結果應用,按(an)照(zhao)國(guo)家和(he)(he)省有(you)關(guan)規定對(dui)碳達(da)(da)峰工作成效突(tu)出的(de)單位(wei)和(he)(he)個人給予表(biao)彰獎(jiang)勵(li),對(dui)未完成目標任務的(de)地方(fang)、部(bu)門依規依紀依法(fa)進行通(tong)報(bao)批評和(he)(he)約(yue)談(tan)問責。各(ge)(ge)地各(ge)(ge)有(you)關(guan)部(bu)門貫(guan)徹落實(shi)情況(kuang)每(mei)年向省委和(he)(he)省政府報(bao)告。
